Prohibited and restricted items for sending to Russia

When exported from the territory of the European Union

  • ATTENTION, the EU imposes sanctions that relate to the export of goods from the EU to Russia;
  • since the sanctions are updated, there are always possible changes in what can or cannot be exported today;
  • you need to independently check your product for existance in the current sanctions lists;
  • a package of sanctions regarding luxury goods and their export to Russia can be found here, from page 31 there is a list of CNodes and a description of goods, the headings of tables also indicate the cost threshold for goods in this category, if the threshold is not specified additionally, then the maximum cost per unit of goods is not may exceed 300 euros. If the code is not in the list, then you can export the goods regardless of its value;
  • for a package of sanctions regarding a complete ban on the export or import of goods, see here. Be careful: in this decree, both goods on which there is a ban on imports and exported goods are indicated;
  • EXAMPLES about luxury goods: prohibited to export clothes, shoes, bags if the unit value is more than 300 eur, prohibited to export equipment (phones, headphones, computers, etc.) if the unit value is more than 750 euros, prohibited to export musical instruments if the unit value is more than 1500 euros.

Within the Russian Federation

  • firearms, signalling or air guns, gas weapons, ammunition, bladed weapons (including throwing weapons), electroshock devices and spark dischargers, and main parts of firearms;
  • narcotic drugs, psychotropic, potent, radioactive, explosive, corrosive, highly flammable and other hazardous substances;
  • toxic/poisonous animals and plants;
  • Russian banknotes and coins, foreign currency;
  • perishable food, drinks;
  • any items or their packaging that may present a hazard to post officers’ health, soil or damage other parcels and postal equipment.

For importing to the territory of the Russian Federation:

  • The following printing and audio-visual materials: that contain calls to extremist and terrorist activities or public justification of terrorism; that are of a pornographic nature; that are produced or distributed in violation of the laws of the countries of the Customs Union of the Eurasian Economic Community in regard to elections and referenda; that promote Nazi attributes and symbols or attributes and symbols that are confusingly similar to Nazi attributes and symbols; that contain other information that may be detrimental to political or economic interests of the Russian Federation, its national security, public health and the morals of its citizens;
  • any weapons (including their parts), ammunition (including their parts), items that are structurally similar to civilian and service weapons;
  • hazardous waste;
  • special technical means intended for secret data acquisition;
  • toxic substances that are not precursors of narcotic drugs and psychotropic substances;
  • narcotic drugs, psychotropic substances and their precursors, including in the form of pharmaceutical products;
  • human organs and/or tissues, blood and its components;
  • plants of any kind and condition, plant seeds;
  • living animals, excluding bees, leeches and silkworms;
  • ozone-depleting substances;
  • crop protection agents that are subject to provisions A and B of the Stockholm Convention on Persistent Organic Pollutants from 22 May 2001;
  • tools for extraction/fishing of aquatic biological resources:
  • ready-made fishing nets, produced by hand or machine from synthetic nylon or other polyamide monofilaments of less than 0.5 mm in diameter and with a mesh opening size under 100 mm (mesh size knot to knot under 50 mm);
  • ready-made fishing nets, produced by hand or machine from other synthetic monofilaments of less than 0.5 mm in diameter and with a mesh opening size under 100 mm (mesh size knot to knot under 50 mm);
  • electric fishing systems and tools consisting of electric signal generators, with connected conductors and an accumulator (battery), jointly performing the function of extraction/catching of aquatic biological resources using electric current;
  • alcoholic products, ethyl alcohol, beer;
  • tobacco products and herbal incense of any kind;
  • radioactive materials;
  • objects of cultural value;
  • perishable goods;
  • gemstones of any kind and condition, natural diamonds, except for jewellery.
